Lula Pushes for Strengthened National Security and Defense Policies in Brazil

At the National PT Convention on August 2, 2026, President Luiz Inácio Lula da Silva underscored the critical need for Brazil's leftist movements to prioritize defense and national security, challenging longstanding perceptions within the political arena. "I want to ask the left to stop thinking that we should not worry about defense," Lula declared, marking a decisive shift in political discourse on these issues.

Since 2024, the PT's National Security Sector has actively responded to this challenge by creating the Analysis and Intelligence Nuclei and the Strategy and Defense Nucleus to deepen focus on defense and intelligence within the party. These initiatives contributed to defense and intelligence topics being formally incorporated into the PT's Political and Electoral Tactics Resolution, an unprecedented development approved at the party's 8th National Congress.

A key proposal emerging from this sector includes establishing a National Defense Agency aimed at overseeing military investments, mirroring models used internationally. Additionally, they proposed a Special Intelligence Secretariat directly linked to the Presidency to strengthen Brazil's state intelligence capabilities, which they view as vital to national sovereignty.

This movement has also influenced constitutional reform efforts, with state intelligence included for the first time in the "PEC da Segurança Pública" amendment proposal. The PT Security Sector's mobilization highlights a comprehensive approach to public safety and intelligence, developed with input from experts, military personnel, and defense communication professionals.

President Lula further emphasized the strategic importance of domestic drone manufacturing and the role of aeroclubes in pilot training and aerial sovereignty, particularly relevant given Brazil's expansive territory. He noted, however, that aeroclubes, essential in humanitarian missions, face threats of closure.

To advance these priorities, the PT's security sector is organizing a National Plenary on Security, Defense, State Intelligence, and Police with Lula, a platform to assert Brazil's sovereignty against foreign threats. The president’s call echoes the historical commitment of the Brazilian Expeditionary Force in World War II and affirms his leadership in redefining Brazil's national security trajectory.
