On November 6, 2025, Brazilian President Luiz Inácio Lula da Silva inaugurated the Climate Summit in Belém, Pará, bringing together leaders and representatives from more than 70 countries. This pivotal gathering serves as a prelude to the 30th United Nations Conference on Climate Change (COP30), scheduled from November 10 to 21, 2025, focusing on reinforcing global commitments to combat the climate crisis.

The summit’s agenda features three thematic plenaries. The opening session, led by President Lula, centers on 'Climate and Nature, Forests and Oceans,' while two subsequent plenaries are planned for the following day. Lula commenced the event with a General Leaders’ Plenary, delivering the opening remarks and overseeing shorter speeches from other global leaders and international organization heads.

A major highlight of the event is the launch of the Tropical Forests Forever Fund (TFFF), introduced by Lula during an official lunch with world leaders. The Fund aims to support tropical forest conservation across Brazil and eight other countries sharing the Amazon rainforest, emphasizing the critical role of these ecosystems in global climate efforts.

In preparation for the summit, Belém underwent significant infrastructure improvements, some still underway, and was symbolically declared the country’s capital until COP30 concludes. Security was heightened with a Guarantee of Law and Order declared for the event, following protocols used in previous major international gatherings.

President Lula is also engaging in bilateral meetings with prominent leaders, including French President Emmanuel Macron and UK Prime Minister Keir Starmer, to further enhance political cooperation ahead of COP30.

This Climate Summit in Belém endeavors to amplify political momentum and update climate action commitments, building on the framework established by the 1992 UNFCCC and the 2015 Paris Agreement. The ultimate goal remains limiting global temperature increases to 1.5ºC by the century’s end through accelerated international implementation of climate agreements.
