Programa Goyazes Drives Cultural and Economic Growth in Goiás

The Programa Goyazes has emerged as a pivotal public policy tool in Goiás, Brazil, significantly boosting the state's cultural sector and economy. Between 2022 and 2025, it approved 472 cultural projects, disbursing R$ 127 million in ICMS tax credits to support initiatives across more than 130 municipalities. In the previous year alone, over 900 projects competed for R$ 40 million in funding, reflecting growing trust in this fiscal incentive model.

Originally established by Law No. 13,613/2000 and enhanced through subsequent legislation, the program encourages companies to sponsor certified cultural projects by offering tax incentives equal to their investment. This strategy strengthens the cultural production chain — benefiting artists, technicians, and producers — and has generated thousands of direct and indirect jobs.

Cultural events financed by the program, such as the Semana Santa in Goiás and the Encontro de Culturas Tradicionais, not only foster community engagement but also stimulate local commerce, tourism, and the hospitality sector, creating a significant economic impact on Goiás’ municipalities. Secretary of Culture Yara Nunes highlighted that this initiative exemplifies how investing in culture propels broader economic development and social inclusion. The program ensures access to culture not only in urban centers but also rural and international arenas, promoting social inclusion and democratization of culture.
