Piauí Crowned Brazil’s Most Digital State, Leading with Innovative Public Services and AI in Education

In 2025, Piauí was officially recognized as the most digital state in Brazil according to the Índice da Associação Brasileira de Entidades Estaduais e Públicas de Tecnologia da Informação e Comunicação (Abep-TIC) for digital public service offerings. This achievement reflects the ambitious digital transformation agenda led by the state government aimed at increasing public access to technology-driven services.

Piauí offers nearly 900 digital services, including the Gov.Pi Cidadão app which boasts 1.6 million active users and more than 26 million accesses. The state has issued over 2 million New National Identity Cards (CIN), leading the country with over 61% of residents possessing the new documents and pioneering neonatal identity issuance.

Healthcare has been revolutionized through the Piauí Saúde Digital program, which has facilitated 1.8 million consultations via telemedicine across all 224 municipalities. Additionally, the launch of the SoberanIA AI system in December 2025 positioned Piauí as having one of Latin America’s most secure digital infrastructures.

Education is another frontier where Piauí excels, integrating artificial intelligence into the public school curriculum—the first region in the Americas to do so—with over 120,000 students and 800 teachers engaged. UNESCO recognized this pioneering effort with the Rei Hamad Bin Isa Al-Khalifa Award.

Governor Rafael Fonteles emphasized this digital shift as a tool for inclusion, stating, “Our commitment was to transform people's lives with technology.” Ellen Gera, president of the Empresa de Tecnologia da Informação do Piauí (Etipi), highlighted the focus on simplifying service access for citizens.
