The government of Rio Grande do Sul has officially launched the Programa Avançar Deep Tech, a dynamic new initiative designed to spur innovation and economic development through investment in the state's scientific and technological sectors. Governor Eduardo Leite signed the decree on October 28, 2026, marking a significant milestone in efforts to connect academic research with market opportunities and entrepreneurial ventures.
At the core of Programa Avançar Deep Tech is the creation of a specialized Fund for Investment in Participations (FIP), aimed exclusively at deep tech companies within Rio Grande do Sul. This fund targets R$100 million in capital, with potential to grow as new investors join. Notably, the public company Caixa de Administração da Dívida Pública Estadual (Cadip) is authorized to contribute up to R$40 million, representing a 20% limit of the fund's total capital.
Governor Leite highlighted that the fund addresses the unique challenges faced by deep tech enterprises, which typically undergo extended research and validation cycles requiring substantial financing. By fostering greater access to capital, the program aims to retain talent, generate qualified jobs, and strengthen sectors reliant on advanced scientific knowledge, including biotechnology, health, artificial intelligence, and renewable energy.
Administered by Badesul, which will oversee the selection of a specialized fund manager, the initiative is the product of collaboration among financial development institutions and innovation ecosystem stakeholders. This collaborative approach is expected to transform scientific capabilities into viable business models, bolstering Rio Grande do Sul's competitiveness in critical economic areas.
The launch event brought together representatives from multiple state departments and institutions, underscoring the combined commitment to fostering a supportive ecosystem for innovation. By bridging researchers, entrepreneurs, and investors, Programa Avançar Deep Tech strives to turn scientific breakthroughs into new ventures, sustainable jobs, and lasting economic growth across the state.
